These are the latest entry in the “robotic pet” category, following Furbys, Neopets, etc. They are hamsters and are much cheaper and cleaner than real hamsters.

For the quality, these are fairly inexpensive pets, although you can start spending a lot on batteries. And playsets for these little guys to run around in.

Each of the robotic hamsters has a different personality. They make cute noises and respond to human touch. As with most mechanical animals, they will move better on hard surfaces rather than carpet.
